Second Inquisition
The Second Inquisition operates in Paris with an efficiency the Kindred mainly understand through its effects. Surveillance, data analysis and intervention capacity make the threat especially dangerous by day.
The Second Inquisition is neither a single order nor an administration wearing one uniform. It combines services, budgets, beliefs and expertise that do not always share a chain of command, but know how to recognise an exploitable anomaly.
La Calcédoine is the name associated with the French apparatus. In Paris, its presence is read less through an organisation chart than through its effects: cross-referenced files, patient surveillance, administrative reach and interventions prepared for daylight.

A fragmented coalition
Police officers, soldiers, analysts, scientists, clergy and contractors may contribute to the same hunt without sharing all the information. A council worker believes they are handling maintenance; a laboratory analyses an anonymous sample; an operator responds to an official request. Ordinary tasks protect the whole.
This compartmentalisation limits damage when an agent is compromised and makes the adversary difficult to decapitate. It also creates rivalries, mistakes and conflicting objectives. The SI is dangerous without being omniscient.
How the SI hunts
Cameras, phones, number plates, transactions, hospitals, property and movement produce traces. A repeated nocturnal habit becomes a pattern; a pattern joins a file; a file maps a haven, contacts, servants and frequented places.
ÉMERAUDE is an analytical memory able to connect anomalies separated by time and administration. It does not replace human investigation: it helps decide where to look, at the risk of turning a false correlation into certainty.
Drones extend observation over a courtyard, roof or service exit. More substantial resources are available, but an explosion in Paris still requires a credible explanation. Secrecy remains a strategic resource.
Isolate before striking
An operation matures in stages: observe, identify, map, isolate, then intervene. A tax inspection, blocked permit, immobilised vehicle, frozen account, compromised haven or turned ally can destroy a Kindred’s life before the first shot.
An assault pursues a precise objective: capture, seizure, destruction or confirmation. Afterwards, a gas leak, electrical fire, criminal case or counter-terrorist operation allows the human world to settle on an acceptable account of events.
Warning signs
A new camera, a questioned landlord, a compromised phone, an unusual patrol or an evacuated building can signal an advanced operation. A ghoul arrested on an unrelated matter may disappear from the system before their master understands.
The absence of intervention never proves an absence of knowledge. A target still at large may simply be leading the hunters towards a larger network.
Relations
The Camarilla is a structural adversary. The Anarchs are more diffuse and hard to distinguish from sympathisers. Harbinger of Sade is treated as an armed threat emerging from old infrastructures.
La Familia and the Venator became operational adversaries after Halloween 2024. Their knowledge of human methods makes opposition costly. Religious partners provide occult knowledge poorly understood by technocratic approaches.
