After the fall of Vienna, the Tremere name no longer describes a single structure able to speak with one voice. Paris already knew this complexity: local authority is measured through method, alliances and public responsibilities more than by invoking a vanished hierarchy.
Elara von Stein held her Council seat before the fall of Vienna and now belongs to House Carna. Samir Ouali serves as Keeper in La Torche. She works with systems of evidence and power; he tests the material reality of buildings called upon to receive the Peace of Paris.
Their public presence gives the Tremere an institutional place without erasing the clan’s fractures. Other Kindred expect verifiable methods from them while watching the boundary between expertise, withheld information and political authority.

Samir Ouali
Explore the associated Bourg: La TorcheGuardian of La Torche. He believes a building must be understood before it is used.
Samir Ouali reads a building like a document. His background in research and conservation leads him to treat visible, technical and historical circulation as layers of the same place. For him, the soundness of an Elysium depends on this prior understanding, never on the supposed prestige of its address.
Naïma Bensaïd examines the political logic of a choice; Samir tests its material reality. They share the need to understand before acting, without always reaching the same conclusion. Their disagreement protects the independence of their offices: the Bourgmestre answers for the territory, while the Guardian answers for the Peace of Paris and the suitability of the place that receives it.

Elara von Stein
Elara von Stein approaches the Council as a structural problem. She separates real danger, the fear it creates and the political use of that fear, with a marked preference for method and verification.
Elara already held her seat before the fall of Vienna. She did not receive the office as a reward for breaking with the old Pyramid: she was a Parisian power before that structure collapsed. Bourdana is publicly recognised as her sire, and Elara is now affiliated with House Carna.
The Château de Vincennes reflects her preference for systems whose limits can be understood. She requires provenance, method and named costs. Orlok sometimes reproaches her for verifying useful information too slowly; she reproaches him for offering a hypothesis too early to those already looking for certainty.
