Ventrue
17 PUBLIC KINDRED
01 / CLAN AND TERRITORY
The Parisian Ventrue do not rule the capital, but they remain strongly present in institutions, fortunes and networks where a decision outlives those who made it. Their authority is judged less by displayed prestige than by their ability to sustain a structure and bear its cost.
Dame Freesia represents the clan on the Council and presides over the Ventrue Directorate of France. Constance de Rouvray governs Les Hautes Terres. Héloïse Saint-Clair protects the Peace of Paris in La Cour. Their responsibilities operate at three different scales without forming a single chain of command.
Their reputation for continuity may reassure an anxious city or mask costly inertia. In Paris, a Ventrue invoking an institution must still show who serves it, who benefits and who will answer for its consequences.

Bourgmestre
Constance de Rouvray
Explore the associated Bourg: Les Hautes TerresShe administers networks of property, favour and access without confusing them with her office.
Les Hautes Terres already have their families, companies, foundations, loyalties and old rivalries. Constance de Rouvray governs an apparatus no authority creates alone and in which every lever may answer to several interests. Her task is to determine who truly has the capacity to promise, introduce, finance or refuse.
Her territorial power is distinct from both private wealth and representation of clan Ventrue. She arbitrates Domains that may take the form of a lease, a company, a service circle or access, then answers to the Praxis for their consequences. Constraint here often assumes the comfortable appearance of a relationship, a recommendation or an appointment secured at the right time.
Inheriting a network does not mean it still obeys. Constance distinguishes living commitments from ceremonial loyalties, relays able to act from habits that continue without genuine direction. Her authority depends less on the system's age than on her ability to know which levers still respond.
Augustin Lemaire understands the social infrastructure that makes these privileges credible. Constance works at the scale of great fortunes and institutions; Augustin protects the independent authority of the Peace of Paris when it operates within that world. Their relationship maintains an essential distinction between hosting power and owning it.

Héloïse Saint-Clair
Explore the associated Bourg: La CourGuardian of La Cour. She requires an Elysium to appear credible to mortal eyes before it even opens.
Héloïse Saint-Clair approaches every Elysium as an event that must first have a coherent human explanation. Her experience of cultural circles, luxury and event production supports a simple doctrine: ordinary traces should not disappear, but must all tell the same plausible story.
Her office is distinct from Lucille's. The Bourgmestre governs the Bourg, its balances and its visibility; Héloïse exercises the authority of the Peace of Paris within the place under her guardianship. Their cooperation rests on a deliberate tension between influence and plausibility. Lucille attracts or directs attention, while Héloïse ensures that observers see only an understandable mortal event.

Dame Freesia
Dame Freesia represents the Ventrue through the strength of institutions, not nostalgia for the old nobility. At the Council, she first asks who will actually bear the cost of a decision.
Freesia does not owe her seat to the old French lineages. Her authority is a personal and political construction, reinforced by her presidency of the Ventrue Directorate of France since 1990. She wants to prove that an institution can endure without forcing those who serve it to become copies of their predecessors.
Her caution with Villon reflects both the history of the French Ventrue and their mutual need for continuity. She distrusts decisions whose cost no one will bear and can take institutional responsibility so far that she sometimes treats emotion as a variable to be managed.

Léonie de Belval
An Archon serving Justicar Lucinde, Léonie holds authority beyond her own house.
