Four cities receive power. None keeps it.

In July 2025, Occitania is stable because it accepts movement. It is not pacified. Toulouse sometimes wants to assume the centrality its resources already grant. Béziers refuses to become a military border. Carcassonne disputes ownership of memory. Montpellier accelerates methods the elders control poorly.

These tensions are compounded by an almost empty Marseille, Narbonne still incomplete since 2017, and Perpignan beyond ordinary reach. The Court holds together less through absence of conflict than through its ability to move it before one city is forced to carry it alone.

The Court arrives

A stop transforms local rhythms. More visitors must be received, hunting distributed, Truce venues prepared and decisions made about which matters can wait. City authorities negotiate the exact place the Court will occupy.

Humans see rentals, conventions, cultural events or business travel. Cover varies by season and city. Repeating the same explanation in four cities would create a signature.

Everyday independence

Independence appears when a Parisian envoy requests an arrest, when a Marquis claims passage or when a refugee from Marseille seeks hospitality. The Court hears the titles, then applies its own practices.

Cooperation remains possible. A Masquerade threat does not respect sovereignty disputes. Armand and Alix may pass information to Paris without recognising its right to command the local response.

The tensions of 2025

Mobility protects the Court and tires the cities. Smaller stops struggle with a large presence. Major cities wonder why their weight does not give them more voice.

The human threat learns the roads. The Court changes vehicles, relays and habits without imagining the countryside makes it invisible. Marseille and Narbonne demonstrated that a structure may be understood before its members know they are watched.
