Occitania / City of the Court
Montpellier
A young city where methods age quickly.
Medicine, laboratories, universities, festivals and the nearby coast create constant mobility. Newcomers pass easily; those who repeat their habits quickly leave a trace.

The Consulate
The Consulate tests solutions before enshrining them. It accepts change but requires every innovation to retain an identifiable person responsible when consequences appear.

Claire Salvat and a limited term
Claire Salvat holds the office of First Consul of the Night. The term lasts twelve years, without serving consecutive terms; she is due to leave in 2027. The Consul coordinates rather than reigns. This limit requires institutions to endure without making their incumbent the owner of every network in the city.

The Chair and the Enclosure
The Chair protects the circulation of knowledge. The Enclosure addresses vulnerabilities in the Masquerade. Much of Montpellier’s capacity therefore remains outside the Consulate: independents, thin-bloods and professional networks can mobilise skills that do not answer to a single superior. Their cooperation must be secured; it cannot simply be ordered as a routine requisition.

Adapting without concentrating everything
Among the four Stops, Montpellier accepts a low formal concentration of power. This distribution can enable rapid action without waiting on one chain of authorisation. It also requires clarity about who accepts responsibility when networks work together. A city that renews its methods is not a laboratory without consequences.

Hosting the Court
The sovereigns’ arrival increases audiences, hunting needs and demands for discretion. Local authority retains ordinary governance and negotiates the resources committed.
