Occitania / City of the Court

The largest city does not become a capital by inertia.

Toulouse concentrates universities, research, aerospace, technology and movement along the Garonne. This scale provides many covers but also creates human institutions able to correlate anomalies.

The Capitoulat

The Toulouse Capitoulat consists of eight members: a First Capitoul and seven other Capitouls. Jeanne d’Aquitaine, Ventrue, remains a major voice in this balance without turning the Capitoulat into a personal crown.

Eight voices, not a crown

Jeanne d'Aquitaine is currently First Capitoul. She chairs proceedings, represents Toulouse and may take certain emergency measures; she does not command the other seven votes. She can be outvoted. The Capitoulat may also refuse a request from Armand when the matter falls within the city's powers. Regional government does not make every local disagreement subject to discretionary reversal.

The problem of centrality

The weight of Toulouse makes the Capitoulat the chief institutional counterbalance to concentrating power around the Two Seals. It also encourages support for a permanent regional centre. Both tendencies coexist: defending city autonomy and wanting Occitan affairs handled more often at home are not the same ambition.

A large city leaves extensive records

Universities and technical industries supply plausible visitors, late workers and professional meetings. They also produce verifiable identities and recorded access. A cover must explain a presence, not merely exploit crowd size. The Garonne structures movement; it does not divide nights that nobody could connect.

Hosting the Court

The sovereigns’ arrival increases audiences, hunting needs and demands for discretion. Local authority retains ordinary governance and negotiates the resources committed.
